The Trustees of The E.L. Cord Foundation have formally adopted the Grant Policies and Procedures outlined below. The Foundation's Trustees will carefully consider each and every proposal received and will adhere to these published assessment criteria and submission requirements.

The E.L. Cord Foundation plans to focus its attention on its interests in the following general field and activities connected or included therein, as recipients of grants:

1. Charitable
2. Scientific
3. Arts and Culture
4. Children/Youth
5. Educational and Literacy

After you have submitted a formal application the Foundation's Program Officer or any of the Trustees may request a meeting or interview, a site visit to the project, or have a discussion on the telephone with the applicant before the formal proposal is submitted to the Board of Trustees.

The Grant Policy Statement and Application Procedures in this brochure are subject to change or modification by the Trustees from time to time with or without formal notice.

The Trustees of the Foundation may at various times initiate grants for potentially significant endeavors that require levels of funding not commonly available for the advancement of knowledge and providing facilities there for which the Foundation believes will ultimately benefit mankind.

All grants from the E.L. Cord Foundation are restricted to and are to be used only for the purposes set forth in the respective grant proposals. Administrative fees, grant writer fees, and other indirect costs shall not be included in grant proposals nor assessed against any grant funds received from the Foundation.

Direct contact with any of the Trustees is discouraged.

Application Procedures

I. Applications are accepted on an ongoing basis.

II. The Foundation focuses primarily on organizations in No. Nevada and the rural counties of Nevada.

III. All Applicants must include:

1. A concise statement of the project for which funding is sought.
2. A statement of the organization's background and its purpose and objectives. The most recent annual report containing this information will suffice.
3. Financial information as follows:
   1. A copy of the organization's audited financial statement for its prior fiscal year.
   2. A copy of the organization's budget for the current year.
   3. Most recent unaudited operating and other financial statements available.
   4. A statement of the organization's major sources of financial support.
4. A statement as to how the applicant and The E.L. Cord Foundation will be able to determine the results of the funded project upon its completion.
5. Evidence of tax-exempt status: Copies of documentary evidence of current Federal tax exempt status, i.e., a copy of the organization's determination letter from the United States Internal Revenue Service stating that the organization is exempt from taxation as an organization defined in Section 501(c)(3) of the Internal Revenue Code and further that the organization is not a private foundation as defined in Section 509(a).
6. A list of names of members of the organization's governing board, showing their business, professional or community affiliations. A Trustee of The E.L. Cord Foundation, who is serving as a Member, Director, Trustee, Officer or employee of an organization which is requesting a grant, will abstain from voting on any matter pertaining to the organization with which the common relationship exists.
7. Due to the small size of our staff, materials other than those listed above should not be included. This could delay the application process.

Limitations and Restrictions

Funding will not be considered for the following requests. Any such request for a grant will be rejected.

1. Organizations that do not have a tax-exempt status from the State (if applicable) and Federal governments; or, do not comply with other terms or provisions of the Foundation's Application Procedures.
2. General fund raising events, campaigns, memorial campaigns, deficit funding, conferences or seminars, dinners, or mass mailings.
3. Direct aid to individuals.
4. Grants to organizations who use funds granted to support other organizations.
5. Grants to religious organizations for sectarian purposes.
6. Any request that will require permanent or continuing support by the Foundation.

Assessment Criteria

Those characteristics that the Foundation will look for in proposals submitted for consideration will include:

1. Exemplary institutions and organizations with a history of achievement and good management.
2. Institutions demonstrating a current stable financial condition (supported by current and audited financial statements).
3. Programs and projects that produce self-sufficient rather than continuing dependence on the E.L. Cord Foundation support.
4. Projects which accomplish a measurable impact in the area and for the purpose for which the applicant requested this grant. The Foundation will each year study and assess the impact of prior grants and will do so during the first quarter of each calendar year while it is developing internally its own programs.
